stratos | Die Grenzen der Schweizer Neutralität: Die Schweizer Südgrenze im Zweiten Weltkrieg
Die Region Ossola, vor den Toren der Schweiz, entwickelte sich zwischen 1943 und 1945 zu einer Kampfzone zwischen italienischen Partisanen und deutsch-faschistischen Besatzungstruppen. Mehr als einmal wurde die Schweizer Armee in diesen Konflikt, der sich oft in unmittelbarer Nähe der Landesgrenze abspielte, hineingezogen. Besonders heikel war die Lage am 18. Oktober 1944, als hunderte Partisanen in die Schweiz flohen und deren Neutralität stark strapazierten. Bei den Bagni di Craveggia wurden sogar Widerstandskämpfer erschossen, welche die Grenze bereits überschritten hatten. Auch dank der dort stationierten Grenadiere konnte eine Eskalation des Konflikts verhindert werden.

stratos | Breaking the Ice: A Pathway to Military Confidence-Building in the Arctic
To what extent could confidence- and security-building mechanisms aimed at reducing the risk of unintended escalation be applied to the High North? While the Arctic’s militarization and the ensuing security dilemma have received increased scholarly attention in recent years, there has been little scientific discussion on how this dilemma might be overcome or how the resulting risks of escalation might be mitigated. This article suggests that the West requires a long-term strategy that complements deterrence with reassurance and persuasion to enable Russia’s gradual return to cooperation. As trust grows over time, confidence- and security-building agreements inspired by existing treaties, such as the 2011 Vienna Document and the 2014 Eastern Asian Code for Unplanned Encounters at Sea, could be gradually concluded. Although it is challenging to advance confidence- and security-building measures in the current tense geopolitical situation, implementing a long-term, step-by-step strategy could be a starting point for breaking the ice.

The conference on «The Law of Armed Conflict and Emerging Technologies» (March 2026, AAL Lucerne) highlighted how geopolitical competition and rapid technological innovation are reshaping warfare and the application of international humanitarian law (IHL). While technologies such as cyber capabilities, artificial intelligence, autonomous systems and quantum computing are transforming the operational environment, participants agreed that the core principles of IHL remain unchanged, even as their application becomes more complex. Cyber operations blur conflict thresholds and attribution, AI offers both opportunities for improved compliance and risks linked to speed and uncertainty, and critical infrastructures such as undersea cables and cloud systems raise new regulatory questions. Quantum computing poses a future systemic risk by potentially undermining current encryption standards. A key conclusion was that human responsibility remains central: technology may support decision-making, but legal judgment and accountability must remain with human actors. Ensuring compliance therefore requires continuous legal review, integration of IHL into technological design and closer cooperation across legal, military and technical communities. The conference reaffirmed that respect for IHL is both a legal obligation and a strategic asset, essential for legitimacy, trust and long-term stability, and that safeguarding it in the face of technological change is a shared responsibility.
