Tasks

The Armed Forces Planning Staff (AFPS) is responsible for ensuring the development of the Defence sector and the armed forces with regard to future requirements in the context of overall military planning.

As the employer, we are responsible for implementation of force planning and basic planning. The AFPS manages and controls the drawing up of the consolidated defence budget.

Over the coming years, we will primarily seek, in accordance with federal government planning, to draw up the terms of reference for the basic readiness of the armed forces within a four-year cycle. In addition, the prospects should also be worked out for the coming three to four legislative periods. The resulting main product ‘Medium and Long-term Armed Forces and Management Development Planning‘ should, furthermore, incorporate the ideas and guidelines of the Security Policy 2000 Report of the Federal Council, the Defence Guidelines XXI and the management strategy for the Defence sector.

The AFPS will also plan and allocate investments for the development of the armed forces.

 

Processes

The AFPS process model is derived from the resource management process and the two parallel and mutually linked core processes of ‘planning the future‘ and ‘realising the future‘.

Work on this process model has led to the understanding that management and force development can no longer be separated from each-other. The goal is to describe ways by which we can ensure optimum integration of short-term, medium and long-term planning in order to adjust as effectively as possible to the general conditions that are changing with increasing speed.
